Dr. Judith Cardenas is a Balanced Scorecard Institute Associate and the dynamic CEO of Strategies By Design, a consultancy renowned for aiding organizations worldwide in crafting innovative solutions and captivating experiences for their clientele. Dr. Cardenas has a rich history of developing and delivering training programs for prestigious organizations such as the World Bank, United Nations, QVC, Inc., Phillips Semiconductor, and various U.S. government agencies, including the Navy, Nuclear Regulatory Agency, and Army.

Holding dual doctorates in education administration, training, and performance improvement, Dr. Cardenas is also well-versed in leadership, innovation, and AI, having pursued extensive postdoctoral training and certifications in these areas.

Robin L. Champ is a visionary leader in strategic foresight and strategy management, currently serving as the Vice President, Strategic Foresight at LBL Strategies. With a distinguished career spanning key roles in both the Department of Defense and the U.S. Secret Service, Robin brings unparalleled expertise to the table.

Retired as the Chief of the Enterprise Strategy Division at the United States Secret Service, Robin led the organization’s foresight and strategic planning efforts. Notably, she also co-chaired the Federal Foresight Community of Interest, showcasing her commitment to advancing foresight practices across government.

Prior to her tenure at USSS, Robin served as the Chief of the Global Futures Office at the Defense Threat Reduction Agency (DTRA). There, she developed a pioneering methodology encompassing stakeholder interviews, scenario-based planning, SWOT analysis, policy analysis, and crowdsourcing. This approach formed the bedrock of the Agency’s Strategic Plan, solidifying Robin’s reputation as a thought leader in the field.

Robin’s influence extended even further at DTRA, where she led the Project on Advanced Systems and Concepts for Countering Weapons of Mass Destruction (CWMD). Through strategic studies and dialogues, she addressed critical national security and CWMD challenges, forging collaborations with esteemed institutions like the National Defense University and the U.S. Air Force Institute for National Security Studies.

Her tenure at the Defense Logistics Agency (DLA) saw her at the forefront of the 2010 Quadrennial Defense Review, where she played a pivotal role as the DLA Lead. Notably, Robin authored the DLA Transformation Roadmap and served as the Program Manager for DLA’s Balanced Scorecard, leaving an indelible mark on the agency’s strategic trajectory.
In addition to her official positions, Ms. Champ is a U.S. Army proclaimed “Mad Scientist, and also serves as an “Expert in Residence” for Toffler Associates.

Robin’s illustrious career has earned her accolades, including a commendation from the Vice President of the United States, the prestigious DTRA Director’s Distinguished Civilian Service Medal, and the U.S. Secret Service Director’s Impact Award. She holds a Bachelor of Science in Journalism/Advertising from the University of Maryland, where she graduated at the pinnacle of her Advertising class. Additionally, she holds a Master of Science in National Resource Strategy from NDU’s Industrial College of the Armed Forces (ICAF) – now the Eisenhower School, and is a graduate of the Harvard Kennedy School’s Senior Executive Fellows program.

A sought-after keynote speaker on foresight, Robin has graced numerous forums, including the International Association for Strategy Professionals, Federal Foresight Community of Interest, Palladium Strategy Summit, National Defense University, American Society of Microbiology, Department of Homeland Security, Environmental Protection Agency, Department of Energy National Labs, OPM’s Federal Executive Institute, and the Centers for Disease Control (CDC).

Curt Cornelssen, BSMP, SPP

Curt is a strategic planning, strategy execution, change management, business planning and innovation expert with over 30 years of experience in guiding organizations to improve financial, organizational, and operational performance. He has led major transformation programs and initiatives for government, private sector, and non-profit organizations with budgets ranging from $50M to over $20B, resulting in over $3B in new revenue, over $2B in savings and improving the quality of life for over 2M people across six continents. Curt has over 20 years of experience as a consulting practice leader for major professional service firms and over ten years as a senior strategy, transformation and innovation leader for major government and industry organizations that operate in over 500 locations worldwide. He led major transformation programs using the balanced scorecard for strategic planning and performance management, the ADKAR and Kotter 8-step approaches for change management, and developed and deployed comprehensive internal communications plans that were used for a wide variety of internal and external stakeholders.

Prior to joining the Balanced Scorecard Institute Curt was the Vice President of Growth and Solution Innovation at Sodexo, one of the world’s largest foodservice companies. Prior to joining Sodexo, he led the public sector management consulting group at CBRE, the world’s largest real estate services company, where he managed large business transformation initiatives and programs for the US Department of Defense and development of the US National Park Service Concessions strategic plan and performance management system. Curt served as a senior government civilian at the Pentagon, where he led strategy and innovation offices for multibillion dollar organizations at the Office of the Secretary of Defense and Headquarters, US Air Force. Earlier in his career, he was a consulting practice leader at PricewaterhouseCoopers, where he led the five-year transformation of the $1B US Department of the Interior Visitor Services systems.

Curt is a certified Change Management Professional, Strategic Planning Professional and Balanced Scorecard Master Professional. He earned a Bachelor of Science in Hotel Administration from Cornell University, a Master of Science in Real Estate from the Massachusetts Institute of Technology and served as a Senior Research Fellow at the George Washington University School of Business.

Curt currently serves on the Boards of the International Association for Strategy Professionals, National Park Trust, and the American Logistics Association.

Kirsten Dubuc, BSP

Kirsten Dubuc, BSP

Kirsten is the Director of HR & Administration. She is a skilled human resources professional with 28 years of experience in Human Resource management, including recruiting, resource management systems, competency and capability frameworks and development, staff productivity and utilization, personnel assessment processes and programs, compensation, staff career development and counseling, performance management, retention and attrition strategy and goal setting, as well as handling terminations and reductions in force (RIFs). Kirsten is also knowledgeable in benefits planning and administration, and has experience with public relations, communications, and event planning.

At the Strategy Management Group, Kirsten is a member of the Executive Leadership team with responsibilities for forecasting business needs and performance planning, analysis, and execution. She is responsible for the employee policies and procedures, diversity, inclusion and ethics, annual assessment process, and all aspects of employee relations and compensation planning. She acts as an advisor to the Leadership Team on strategic HR issues, including: employee relation issues, training, goal setting, and career development. Kirsten also manages the company’s domestic and international conference planning; she has organized and managed events in the US, as well as in several Middle East countries.

Kirsten’s career has spanned multiple industries, including technology, government, non-profits, and financial institutions. She has worked for Deloitte Consulting, PriceWaterhouseCoopers, Coopers & Lybrand, Freddie Mac, and General Dynamics.

Kirsten is a certified Balanced Scorecard Professional (BSP) and holds a BS degree in Communications and Public Relations from James Madison University; she has won several Service Awards during her career.

Jay Eubanks is a Senior Associate with the Balanced Scorecard Institute and the Strategy Management Group, Inc. Jay brings 15 years’ expertise in the areas of performance management, strategy, change management, training, organization development, and organization transformation. He works with Executives and Leaders in both public and private sector organizations and uses proven methods, approaches, and frameworks to improve vision, execution, and performance focused on results. Jay’s expertise helps organizations develop and use strategic planning, performance measures, acquisition management, budgeting, change management, and strategic communications to improve organizations efficiency and results.

As a trusted advisor and consultant, Jay works with political and executive-level government officials from Federal, state, and local government agencies in the assessment, implementation, and reporting of performance. Past clients include the United States Army and Navy, the Departments of Homeland Security, Energy, Commerce, Veterans Affairs, and the Federal Energy Regulatory Commission (FERC). He has also worked with several State and local governments, including Arizona, Florida, Maryland, Texas, the City of Phoenix, and Southern California Regional Rail Authority.

Jay’s private sector experience includes assignments with GroundSwell, Execute To Win, Phoenix Soccer Development Group, United Technologies, and others.

During his career Jay has worked at The Performance Institute, ICF International, and Enlighteneering Since 2012, Jay has owned and operated the consulting firm 2B Performance, LLC. Jay graduated in 2001 from Northern Arizona University with a Bachelor of Science in American Political Studies with emphasis on the American Legal System. He is certified by Prosci in Change Management and is also a Certified Government Performance Manager.
